How to Find Your Consumer Number

Open any old SNGPL gas bill. The consumer number is printed at the top of the bill, either labelled Consumer Number or Account ID. Both mean the same thing.

Older connections (before roughly 2018) have 11-digit numbers. Newer connections have 14-digit numbers.

What Your Bill Is Actually Telling You

Most people glance at one number the amount due and put the bill away. Everything else gets ignored. That is exactly why so many people end up confused or overcharged without even realising it.

Your SNGPL bill has more information on it than you think. Once you know what each line means, most billing surprises stop being surprises.

Your Consumer Number: This is your permanent identity in SNGPL's system. Every bill, every complaint, every payment it all ties back to this number. Save it in your phone right now if you haven't already.

The Billing Month: This is the month your gas was actually used, not the month the bill arrived in your hands. The two are often different, which confuses people more than it should.

Actual vs. Estimated Reading: This one matters more than anything else on the bill. If the meter reading says Estimated, it means nobody came to read your meter that month. SNGPL made an educated guess based on your previous usage. That guess is sometimes close. Often it isn't. And when the actual reading eventually happens, the correction shows up on your next bill which is why your amount sometimes jumps or drops with no obvious reason.

Units Consumed: This tells you how much gas your household actually used. Before assuming a tariff change caused a higher bill, check this number first. If your consumption went up, that is your answer.

Amount Before and After Due Date: There are always two amounts printed on your bill. Pay the smaller one and pay it before the due date. The larger amount is what you owe if you miss the deadline, because a late surcharge is added automatically.

Fixed Charges: Every month, regardless of whether you used gas or not, a base charge is added to your bill. If you are on the Protected tariff, this is Rs. 600. Non-Protected consumers pay between Rs. 1,500 and Rs. 3,000 depending on their slab.

GIDC and GST: Both are government levies. SNGPL collects them on the government's behalf but has no say in setting them. GST is 18% on your gas charges. GIDC is a separate infrastructure cess.

FPA The Line Nobody Understands: Fuel Price Adjustment is the most misunderstood line on any gas bill in Pakistan. It changes every single month and is tied to international LNG prices and the country's accumulated gas sector debt. This is the reason your bill can go up even when your usage was identical to last month and no official tariff increase was announced. If you have ever said "I used the same amount of gas but my bill is higher" FPA is almost certainly the reason.

Arrears: If you see an arrears amount and you thought you paid last month, do not panic immediately. Compare your last two bills side by side. More often than not, it is a correction from a previous estimated reading that has now been adjusted not a missed payment.

My Bill Looks Wrong What Do I Do?

This happens to a lot of people. Before calling SNGPL or filing a complaint, do these checks yourself. Most issues resolve without any need for an office visit.

Check 1: Was your reading estimated?

Look for the word Estimated next to your meter reading on the bill. If you see it, this is the cause. Your actual usage was not measured SNGPL approximated it.

Call 1199 and request an actual meter reading visit. Once a real reading is taken, the next bill automatically corrects the difference. You will either get a credit or a correction charge, depending on whether the estimate was too high or too low.

Check 2: Did your consumption genuinely increase?

Check the units consumed field and compare it to the last three months. If your usage genuinely increased a new family member, a geyser running longer in cold weather, a pilot flame left on the higher bill is accurate.

One thing worth knowing: if your average gas usage during November, December, January, and February crosses 0.9 HM³ per month, you move from Protected to Non-Protected tariff category for the entire following year. Non-Protected rates are up to four times higher than Protected rates for the same consumption. This is how a cold winter genuinely translates to a much higher bill from April onwards even when your summer usage is low.

Check 3: Is there an FPA spike this month?

Pakistan's gas sector debt is real and substantial. Every month, a portion of that accumulated debt is recovered from consumers through the FPA charge. Some months this charge is low. Other months — especially when international LNG prices spike, as they did in March 2026 by nearly 20% in a single month FPA increases your bill noticeably.

This is not a billing error. It is a government policy mechanism. The only resolution is keeping consumption low to minimise the base amount the percentage is applied to.

Check 4: Are there arrears from last month?

If you paid late last month, a surcharge was added. If you missed a payment entirely, arrears carry forward. Check your payment history on sngpl.com.pk go to Customer Services and look for billing history using your consumer number.

When to actually call 1199

Call if: the meter reading says Estimated and has been estimated for more than two consecutive months. Call if: you paid on time but a surcharge appeared on your next bill keep your payment receipt for this conversation. Call if: the units consumed look physically impossible given your household size and usage habits, which may indicate a faulty meter. A meter test request can be filed through the helpline.

What Is SNGPL?

SNGPL Sui Northern Gas Pipelines Limited is the gas company that supplies your home if you live in Punjab, Khyber Pakhtunkhwa, Islamabad, or Azad Kashmir.

The company does not produce gas. It buys gas from domestic fields and through imported RLNG transmits it through a high-pressure pipeline network, and delivers it to your meter. The meter measures your monthly usage. That number generates the bill you are checking on this page.

One fact worth understanding: SNGPL does not set your gas price. Your tariff is determined by OGRA (Oil and Gas Regulatory Authority) and approved by the Federal Government of Pakistan.
